Stranka GEN nastala je tijekom procesa predsjedničkih izbora 2007. godine, kada je skupina čelnika Radikalne građanske unije (UCR) provincije Buenos Aires, na čelu s Margaritom Stolbizer, odlučila da se ne pridržava odluke te stranke da podrži predsjedničku kandidaturu Roberta Lavagna i osnovati izborni savez Napredna nacija (UNA). GEN je najprije bio organiziran kao disidentska unutarnja skupina UCR-a, odvajajući se od Nacionalne struje mišljenja, čija je unutarnja linija radikalizma bila dio.
